OCTC-TV is an American Public access television station serving the Owensboro, Kentucky area. It is owned by the Owensboro Community and Technical College as part of the college’s Broadcast Television Certificate Program. ==History== The station began operations in the spring of 1989 as a low-powered analog terrestrial station, W12BJ. It operated on 0.036 kilowatts of power, with the University of Kentucky as its licensee at the time of the college’s construction in early 1989. 〔http://transition.fcc.gov/fcc-bin/tvq?list=0&facid=69372〕 In March 1994, the station became a cable-exclusive station, moving to the basic luneup of Century Cable. Original broadcast facilities were located at the OCTC’s main campus on Hartford Road. 〔(About US | Owensboro Community & Technical College )〕 Since the launch of the station, it serves as a cost-recovery department within the community college, as the revenue came from video production services that were broadcast on the station, as well as support from viewers, businesses, and local organizations. In 2007, OCTV-71 was made available on Time Warner Cable channel 71 when that cable company began service to the Owensboro/Henderson area.
