Mutteranbaubesteuern (literally ''mother tax collection'' in German) was a workfare initiative that was proposed in 1904 and was to be implemented in German Togoland by governor Edmund Brückner as stipulated in the colonial text 'Togo unter deutscher Flagge' written by author Heinrich Klose. The purpose was to encourage the native population to pay taxes in order to fund renovations on the docks in Lome, so the German officials can export Togolese minerals and foodstuffs back to their own country. Those resisting the tax payments were to be sent into the hinterland to extract cocoa and rubber for the German market in a indentured labour arrangement. The reasoning behind the tax was to not only develop the export abilities of Togoland, but also to "deter the natives from ensuing with their hereditary lazy inactive culture", according to Governor Brückner. Virgin jungle in Namon, deep within the Kara Region of Togoland was to be slash and burned in order to make room for primitive huts as accommodation for the non-payers, with manacles and leg shackles to be worn by the workers tapping for rubber at all times.
