It is located in the district of Kubang Pasu, about 42 km north from Alor Star and 8 km near Bukit Kayu Hitam. The word ''changlun'' originates from Thai "ช้างหล่น" (RTGS: chang lon), which means "fallen elephant". The construction of the North-South Expressway passing through Changlun has enabled the town to enjoy smooth development. The completed Changlun-Kuala Perlis Highway helps to speed up development in the town as well. With the new federal highway, motorists are able to travel to important higher education institutions, such as UUM in Sintok, KPM, KMK, KMP, UiTM Arau, UniMAP Arau and Polytechnics of Perlis.
